Its from rounding the balls of dough. Theres always a little pucker at the bottom of any type of roll or bun. You always place that part on the bottom for 2 reasons.
1. Looks better
2. Helps ball to stay formed properly and wont unfold when proofing/baking
Its white because it usually isnt directly touching the pan to brown it. Also why that little white spot us usually ever so slightly indented too

It's from buns being stacked in piles right after they are made so the dough is still cooling, so a bit of the bottom bun sticks to the top of the next one below it.
