Because it can create glare and/or distract the driver. Not Illegal but dangerous

@BlazingBowman, at night, the glare can be bad enough that when you look at your windshield, all you see is the reflection of the inside of your car. Highly dangerous!
@StoneFarb, i havent had a problem with it. But maybe thats because my windshields kinda weird.

Having an interior light on doesn't bother me, even with the newer cars that are bright LEDs....
