@The Dank Secrets, 'starting amber' (as it's called) is a 2 second pause before green, designed to allow driver to get into gear and is meant to increase traffic throughout by removing any delays a straight-to-green light would have. Starting amber also is the same as a 'red state' so even driving thorough starting amber is an offence...

This takes a special kind of dumbass.
Red/green color blindness is the most common. Don't ask me why we based our traffic signaling signs on those colors. That being said, I do just think that driver is being dumb not color blind.
@Mr I Am Pooping, lol, yeah, they wouldn't have been stopped at the light to begin with if they thought is was go.... there's also the fact that color isn't entirely important, since you should know how the lights where you live are hung... for most place in America, the top light means stop, the bottom light means go
@Gay Ninja, true, I just always thought it was strange to use those colors in hindsight. Of course people can figure it out with the position of the light as well. Also my thought was the driver might have looked away and back up to think it changed after stopping. Anyways isn't really a problem day to day for people on the road lol.
