While "Over the top" is certainly the intended and often times best method, going with the "Under the bottom" method is sometimes more practical, like if you have cats that can get into the bathroom. You don't know this girl's story, maybe she has a good reason for living by her life so incorrectly

@ArchonErikr, the person who invented toilet paper said it was to be placed over the top. These instructions were included in the instruction manual he would give with purchases when he first started selling toilet paper. So those 23 men are actually right.
