There's a young adult novel called Scythe that's almost like this. Society and medicine have advanced so far that people just don't die anymore. They've tried space colonies, but there was some catastrophe so it's not an option at the time. To control population they have people called Scythes. They choose people to cull based on risk factors and the like. You can not choose to be a Scythe. You must be chosen. Wanting to be one shows you have murderous tendencies. They must cull people in a humane way unless the person fights back. Fighting back is highly discouraged as your immediate family is then culled as punishment.

@Yukimura, no idea what those are but i shall look them up! Also early reccomend to thunderhead. Shusterman is doing a great job with this series.
@SaintBeardMan, If you like Fantasy I'm assuming you'll love The Stormlight Archives. It's by Brandon Sanderson, the author of the Mistborn series and the man who helped complete The Wheel of Time series after Robert Jordan passed away.
Those are all Sanderson, not three different people.
