@Thane of Deez, I remember seeing it on here about 8 years ago, but I'll try to recreate it the best I can: A tourist couple is visiting the USSR one day when they're hit with precipitation. The husband says, "My dear, I believe it's raining." She replies that it must be snowing, as it's too cold to rain. The look across the street and ask a very polite policeman: "Yes, Officer..." he looks at his name tag. "Officer Rudolph, is it raining or snowing?" The policeman checks, and he says it's definitely raining. "See? Rudolph the red knows rain, dear."
The version with the tourist couple in the Soviet Union works better.
