So there is a theory that the gym leaders have different teams based off of how many badges their opponent have. They do this because they don’t know the order or the location their challengers are coming from. This way they give all of their challenges a fair chance since what might be your final badge could be someone else’s first.

@BearDaniels, haven’t there been games where you could access the town their gym was in before they would let you fight because you lacked requisite badges?
@Ewok612, most games made it so you couldn't advance without obtaining the correct badge, however I believe Norman from gen 3 was the only one who refused to battle immediately because he was your dad and wanted you to get four other badges first. In Kanto you could skip Surge for as long as you wanted up until badge check in the league. I believe Koga and Sabrina could also be switched. In Diamond and Pearl you skipped Fantina because she was out of town or something, but Platinum put it back in order. I'm pretty sure Gold/Silver/Crystal/Heart Gold/Soul Silver had a specic order in Johto but might have dropped it in Kanto. I think Unova and Kalos were set in stone because you go in a circle in those games. Then Sun and Moon had trials and you couldn't leave an island without finishing a trial. That's all I can remember though
@18bluecat, Also in Ruby, Sapphire, and Emerald, Winona could be skipped, her badge was not needed for the Elite Four.

@18bluecat, yeah, the badge itself isn't need for the Elite Four, but still good for Fly
@Church of Kizuna Ai, I'm pretty sure you need all badges to challenge the elite four in every game. There's no way they didn't implement it
@18bluecat, Yeah The original Gen 3 games are the only ones that didn't need all 8, as stated that you didn't need Winona's badge to do it. It was fixed for Omega Ruby and Alpha Sapphire though.
@BearDaniels, which would explain the dojo in silver and gold. Where you could face their high end teams. Wish they'd bring that back for each region
