That's not an emergency so you wouldn't call 911. You'd just call the local police department or go down and report it.

@Azyoulikeit, ehx depends. A stolen license plate is pretty important to report, like a stolen car. Often times they go together, a thief steals a car and swaps plates with a similar car, making it harder to find.
