There is no way Japanese bureaucracy would work that fast
A freeway I drove over frequently had a large crack in it after an earthquake and it was repaired super quickly. Something like a weekend to fix it when the freeway was literally unusable with the crack. With that said, the same freeway has been under what I would deem non-emergent construction for like 20 years and nothing has changed 🤷♂️
If you can't fix it with duct tape and zip ties, you can't fix it.
Why do more work if duct tape does the trick?
When I went to New York, they resurfaced a city block in a couple of hours. Back home, same job would take two weeks. Crazy how fast everything is there.
