Maybe it's just a trick because they want us to think that they multiply by laying eggs when in reality, they already have access to cloning machines which would explain why we never see baby pigeons!

They're trying their best
The real reason these guy suck at making nests is that they’re not actually supposed to. Feral pigeons are originally descended from a species called “rock doves” who historically would just find a rocky cliff/ledge, call it good and decide to lay an egg on it.
My cockatiel laid her first egg today, she laid it in her seed dish, 1/10 for effort. Much like this pigeon.
