Dogs are smarter. Dogs can tell the difference that they're Dogs and we're our own different species. Cats think we're just bigger, dumber cats. That's why they're always trying to feed us with whatever they catch outside. Also, evolutionary speaking, they're not as evolved to depend on us as much as dogs.

@LyricTerror, so dogs are dumber because man could be them into permanent puppies. But cats just tolerate us because we feed them. I know some dumb fish that can't ride bicycles. But in the debate between intelligences, we should look at the fish who drown. If you die in your house with your fluffer, they'll die to cause you didn't feed it. If you die in your house with a cat, you're the food. Boom cats are smarter

@That one lurker, I'm just going with what someone smarter than me said. But yeah, why is also dog intelligence mostly based on how well they respond to commands? I would say my husky could learn just as many names for toys as a border collie (considered the smartest breed) but he chooses not to, and for me I consider full autonomy over their own body and mind to be true intelligence. Cats have more powerful brains than dogs, but dogs are social creatures and can learn from other members of their pack (which can include humans). So, left to their own devices, cats are smarter. But a dog will observe you and learn from you and can be trained by you, so with a human's help a dog can solve problems that a cat never could.
Dogs have applications for their intelligence, cats are like the really smart people you went to school with that don't apply their intelligence and complain about everything. It also depends on the breed, I guarantee most cats are smarter than pugs, but they probably aren't smarter than corgis or any of the other smart breeds. Tldr; cats are smart, lazy neckbeards with no purpose outside of being a companion animal.
