I'd argue that by the very nature of that character narrative being a white man undergoing pigment alteration, and that being a running gag, it gets a pass.

@ Tobias Widower, Yeah I've actually seen a lot of black people - people who are otherwise criticizing other uses of black face - defend Tropic Thunder due to RDJ's character being a deliberate satire on Hollywood using blackface.

@TexTom69, yes I know. And he did a great job in the role. But another way to look at it (for our social justice warriors out there) is that RDJ used blackface to portray a black actor (because as DPU said, he underwent pigment alteration and was black, thus no longer white). I was making fun of people who always have to find something to complain about.
