What you are describing is a confederation, a system that was tried in the infancy years of the united states, but ultimately failed for lack of organization and uniformity. Mostly deriving from a weak central government.

@The forest, why are you defending your argument? You are wrong. Each state, it the grand scheme follows the rules of the federal government, not its own rules independently. Sure each state has differences in rules and culture, but that doesn't justify your argument of saying that each state is its own country. For example, when the United states go to war, each of the state's is involved. One state just can't go "nah I'm not gonna do that".

Isn't this a little nonsensical? Everyone who lives in America could indeed call themselves an American, but what would someone from the USA call themselves? A Unitian? A statesman/woman? I don't know, but they are all probably going to be too long and/or clunky to be usable.
