This can actually be traced all the way back to the writing of the Constitution. When it was written, although not explicitly stated therein, the only people who could vote were white male landowners, who made up less than 25% of the overall population. Because of this, the foundations they built the United States on were meant to represent them alone, as most of the less wealthy citizens were illiterate and therefore couldn't question anything. While we have come a long way since then, traces of that mentality are still very much present in both sides of the political spectrum today.
