I hope they saw the signs...
I mean, it's still useful for drivers to know. Most blind people who live in the area, would know where to cross, and I'd imagine it's a crosswalk that makes noises when you can go.
@Duncan5769, it's kind of like deer or turtle Crossings....
This is using the same logic that deer crossing signs are for the deer. It's more than likely to alert drivers that there are blind individuals that regularly use this crosswalk
