edit: just saw the reason for it in this case but I will leave what I said anyway.
If you are serious (I'm guessing not bit I will say this anyway) it can in some cases be used to direct people to the correct place such as an asterisk after some text usually directs you to the bottom of the page to the smaller text with the asterisk before it that gives an exception to what ever was said.
If its just random its probably someone trying to use it to draw attention to what ever they are saying instead of using a more mature way such as using a more bold version of the font.
