@generic zombie, struggle does 1/4 max hp damage to the Pokemon using it. Harden has a base pp of 30, while splash has a base pp of 40. Magikarp would win this fight if no items were used

@Dinkelberg, I’ve seen entire playthroughs where they pretty much just used struggle.
In gen 1, recoil dealt 1/2 of the damage dealt to the enemy to the user.
In gen 2 and 3 it was reduced to 1/4 damage dealt.
Generation 4 did what you described, dealing one quarter of the user’s maximum hp in recoil damage.
Bulbapedia doesn’t specify what Gen 5 and beyond do, presumably they stuck with this new system.
I’m more familiar with the older generations.
