Costco did mention toilet paper, rice, and other hoarded things will not be returnable

I think the stores should have offered back half and restocked it.

@Sir Borksalot , That would make them liable for any contamination caused by putting product on the shelf that's been in a customer's home. That's the real reason they're not accepting returns right now.
"This item is non returnable"
