@Michael Gary Scott, it is if fed data collected based on racial prejudice. A computer program might be able to accurately predict people who are smoking pot, but the issue is that despite whites and blacks smoking roughly the same amount black people are arrested at four times the rate. If the program is only fed the arrest information though it will send cops to black neighborhoods to look for weed, and will never find the white people smoking it because it has no data to suggest they do.

@Michael Gary Scott, systemic racism is a thing. The data being fed to the computer is based on racist trends from the past 50 or more years. It sees a factor and assumes it as true when it may actually be biased. That bias is then used to create more bias which is in turn fed into the computer affirming the prior prediction and it continues to build upon itself. What's missing here is that this isn't what's done. You can't predict a person's chance to commit a crime generally. These programs are used to predict the risk of future crime during sentencing to determine whether someone is a future risk if they're released in 2 years rather than 10.
