@That Bear over there, not necessarily. It all depends on the tone. It could be a statement or a question. I think the only way to clarify is to state the implied meaning, since we can't hear how he's speaking. By which I mean, "[just so] you know, you look like my brother." or "[did] you know, you look like my brother?"
