I’m sure it’s the same reason that blood bending is difficult. They bend water, the chemical mixture of h2o. Blood is not pure water, so it makes it really hard. Pee is also filled with impurities, and I’d wager that it would be more difficult to bend pee. Because remnants of everything we drink can be found in our pee. And remember, the less hydrated you are the less actual water is in pee. It’s a liquid for sure, but so is lava. Not all liquids are water. And we’ve seen them deal with other benders in prisons. In TLA we see them keeping earth benders away from anything they can bend, on a metal ship in the ocean. In LOK we saw other nations keep benders in prisons the same style. Prisons for benders, I would assume, are not too uncommon.

@AceWolf456, prisons were probably too strong katara cut through wood using sweat metal is much more difficult also it makes a lot of noise so if they saw it happening it’s fairly easy to just shoot a fire blast to stop them and even if they did make it out they’d be swarmed and killed by the guards Hama made it out because she caused no disturbances and was able to control her opponents
