That's a car snorkel allowing the car to truck/engine to be submerged (not fully) and still get airflow for it to work
@WuberDuk, when I first saw this comment I was like no shjt sherlock but then I realized a lot of people outside of rural counties probably actually need this explanation

@BIessthefaII, haha I guess I just assumed these were more common. Certainly are here in Texas. Usually we put them on lifted trucks and jeeps thay we want to mud bog in. Like wuberduck said, these are literally snorkels but for cars. Since the engine requires constant fresh air to operate, this draws in air from way up by the roof and runs all the way to the air intake on the engine. That lets you go up to the windshield in mud and water and not murder your engine.
