This is from Remy's channel on YouTube. He did a lot of pranks like these and a lot of times he'd be arrested for real but just the week after he'd be released.

@Earth Chan, he's impersonating a police speed radar device. I'd say it's borderline impersonating a police officer at that point (which is illegal in the U.S.). These videos I believe are all in France as he uses French in his descriptions.
