I think this is an adult bird with an illness that prevents him from growing feathers. We had a budgie like that once, though she kept many feathers. This one is completely naked, but still seems to be happy ^^
@A pet named Steve, Indeed. I saw this bird on Instagram not long ago @rhea_thenakedbirdie. She had a disease that caused her to not have feathers. She sadly passed away a few months ago.
