Okay so I actually covered the directional and watched it again and I could always tell what signal the image was on. So what I'm saying is it's not a mind trick, but it pretends to be.

@theshadosnipe, it definitely is. This effect is caused by the way the flashing moves in waves. The Mickey is stationary always.
@Microsoft, true but it's not really a perception trick like the others since it is just the light moving in different direction. Anyone could make that
@Sharts Galore , cover the arrows and you notice the Mickey doesn't move at all.
@AussiePatrick, right. I just meant you can tell which way he appears to be moving without the arrows. It's not like the ballerina shadow mind game where it's the same gif the entire time, but she looks like she is spinning different directions if theres an arrow.

Seems like it is an optical illusion. Sure the outline colors flash and all, but put your finger on any part of Micky the solid color, and your finger stays on right on it. I tried it in multiple spots, too.
I'm pretty sure it's a mind trick, it's the way the outline is flashing. Try seeing it reverse
