He would have 0 water traction with those tires and his calibers (probably stock) are completely submerged, so say good bye the controlled braking. His car won't last long in those conditions, he probably wrecked not long after.

@Barry Dylan, caliPers. And it would be just like braking during a heavy rainstorm, doesn't matter if it's submerged. And stock brakes on a car that old are probably drum brakes anyway. As long as he's going slow I see no issue
@Not him again, Sorry Cali directly goes to Calibers because I am normally talking about guns. Drums however would be worse because they fill up with water and it prevents shoe contact just like when a wheel seal goes out. While off-roading it is strongly recommend you don't stay under water more then you need to because mud and other stuff will prevent you from braking properly.
