Here's a thought: why not send criminals? Only the worst of the worst, people with multiple life sentences or the repeat offenders. Offer them a full pardon, on the condition that they can never return to Earth. They succeed: new society is formed, in the vein of Australia. They fail: no great loss, as we're only sending the worst people.

@Suicide Squad Sucks, the only problem is the high level of skills original colonists will need. Not a lot of engineers doing that kinda time. You could send some as manual labor but you’d have to have at least some smart dudes in there to build initial structures and start the process. I’d be more on board with the second wave being felons since chance of death will still be high but they would more be needed for work.
