Let me explain.
Firstly, 'looking at women with lust' is basically the most natural thing in the entire world. Do you think women don't look at men with lust? Lust by itself is not only not evil, it's necessary. The whole mythos of the seven deadly sins is an extremely unnatural mindset. So not 'condoning' lust is like not condoning death. Your attitude on the matter is entirely irrelevant.
Also, while I understand the societal pressures on women and the beatification attitude, as well as the more benevolent attitude of 'everybody is beautiful in their own way', the truth is that not every woman is beautiful, and some clothes are extremely unflattering. If I see a morbidly obese woman in a neon pink tube top (I personally have), my attitude is not 'you are beautiful'. My attitude is 'did you not look in the mirror before you left your house? You are physically unpleasant to look at'.

@BBraamse, also, I'm pretty sure the majority of women would agree with me when I say that clothes do matter on a woman. Their clothes are designed to do various things to their bodies, for various reasons.
There's clothes to make specific body parts stand out more. There's clothes to make them look skinnier. Clothes to make their butt or boobs look bigger. To make their waist look smaller. To make their legs look longer.
There's clothes to give off certain messages, from 'I'm a professional, take me seriously', to 'I'm a party girl and just want to have fun'.
There's outfits that single their availability. And there's outfits that signal that they want to just get laid.
It's like makeup. Women don't use makeup or outfits because the companies make them. They do it because other women do it. Usually those other woman are mothers, sisters, and friends.
You should broaden your horizons a little. Try to understand WHY people do what they do.

They want attention for the most part because we live in a time where people are generally self centered and care only for their own well being and not for the well being of others. They pollute this world with no regard for the generations left in the aftermath of their decisions. They seek instant gratification.

A woman who goes to a boardroom meeting in a conservative skirt suit is doing so to appear professional, so that her stockholders are more confident in her, and are therefore not going to feel nervous or uncertain about their future.
Dressing for a role is not about self conceit, and if this isn't obvious to you I don't understand how to make it more so.
@I Are Lebo, as I said before, they generally dress for selfish reasons. You listed several reasons for them to send signals, most were for emphasising their body in order to draw the attention of someone by enhancing their butt or boobs. My statement is still true. I speak in a general sense because I know there are people who argue the extremes (like an obese woman wearing a tube top). So, yes, I generally understand WHY people do what they do.
I came here for the funnies, not the debates, but I have no problem discussing something if the other person is actually willing to have an educated conversation. It's up to you if you want to continue this.

If a woman dresses in a manner to cause a man to commit adultery (maybe not necessarily with that woman but with another one) then that isn't being selfish? Because of the way she dressed a man just cheated on his wife because a psychological effect that, in turn, caused a chemical reaction in the man causing him to feel horny in which he acted on and ruined his marriage. That is one example that happens more than you probably know and is no more extreme than your overweight woman in a tube top. So, yes, it is selfish. They are thinking only of themselves and not others that may be effected by the clothes they wear.
