Has anyone else ever wondered why more people in that show didn't have burns? Not like main characters but just characters that they meet for one episode. I would think in a hostile ruling nation that could control fire, burning people would be an obvious punishment.
@Fallen Saint, people in the water tribe didn't get involved in the war too much, mostly because the fire nation was scared of them, plus they could heal themselves so that's why water benders didn't have burns. The other people they met probably didn't because the fire nation only occupied part of the Earth Kindgom, and aang and friends stayed away from there, so in turn the people they met probably didn't see too much of the fire nation anyway. Also mostly only soilders got attacked. I hope that answers your question.
